A proposed 1.42‑hectare knowledge‑transfer and cultural innovation hub on Section 221, Lot 12, John Guise Drive, Waigani, built directly facing Melanesia Haus, the Office of the Prime Minister.

The parcel fronts John Guise Drive in Waigani, the administrative heart of the National Capital District, directly opposite Melanesia Haus, the Office of the Prime Minister. A single controlled entrance serves the entire complex, with one‑way circulation and a 24‑hour gatehouse.
A 16‑metre vertical water cascade at the heart of the complex, run entirely from its own solar canopy and battery vault, on a fixed daily cycle. Select a time to see the system state.

Design specification: target performance
The complex is organised as a pair of pavilions joined by a shared diplomatic and academic core, with Wing A carrying the haus tambaran roof form at architectural scale.
The national pavilion, its roof taken from the haus tambaran, the Sepik spirit house, and carried at the scale of a public building.
The joint between the two wings: diplomatic and academic space, the Diplomatic VIP Lounge, and the route every visitor takes between the two national halls.
A single pavilion held in common by the sixteen South Pacific island nations of the partnership.
The exhibition floor for trade shows, cultural programmes and state functions, opening onto the water cascade and the outdoor performance garden.
Five programme lines, each tied to a named facility and a real allocation in the masterplan.
