Nobody is hiring. This is the register for when somebody is.
The centre is at partner and investment engagement stage. Construction has not started, no organisation has been formed to employ anyone, and there is no open role of any kind. This page exists so that the people and firms the project will need can be found when the stage that needs them arrives.
Recruitment has not begun.
The site is identified and the masterplan is complete. The project is now in partner and investment engagement. Construction is not started. Until that changes there is no headcount, no vacancy, no salary and no start date, and this page will not carry any.
What a project of this type does need early is the people who are slow to find. Museum professionals with Pacific collection experience, and Melanesian language capability of the kind spoken across the more than 800 living languages of Papua New Guinea, are not recruited at short notice. Registering an interest years ahead of a building is a normal thing to do, not a holding position.

Seven categories, and how far off each one is.
Forward register · no role is open
The client's content document names seven categories. The right column states the stage each one belongs to. It is not a date, because there is no date. Categories marked for the current stage are the ones where a conversation now would be useful to both sides.
Dimensioned or labelled in the architectural masterplan.
Set out in the project brief; not yet designed or dimensioned.

What the project is trying to do for Papua New Guinean skills.
Programme briefThe stated purpose of the Knowledge Transfer Academy is knowledge transfer. The four training rooms are drawn for financial literacy and eco-tourism workshops led by senior Singaporean mentors. The six lodging suites, 75 m² each, are drawn for senior advisors on short-term residency missions, so the mentor and the cohort are on the same site for the length of a mission.
The direction of that arrangement is skills moving into Papua New Guinea. That is the argument, and it is the reason a trainer or a consultant is worth talking to before a building exists rather than after it. No number is attached to it here, because no number exists.

How to put your name on the register.
There is no careers mailbox. The departmental address directory is proposed and not provisioned, so the enquiry form is the route. Use it, and include three things: which of the seven categories you are writing about, your discipline or trade, and your organisation if you have one.
What happens next is that the note is held. No application is being assessed, nothing is being shortlisted, and no response period applies, because there is no recruiting body yet. When the project reaches a stage that needs a category, the register is where it will start.
Register an interest.
Name the category, your discipline and your organisation. No role is open and no application is being assessed. The register is held against the stage of the project that would need you.
